“How can Government Administration-in view of the increasing forces of change outside the realm of government control- adopt a New Development Model, towards building the Modern National State, which aspires to their citizens?” The research posed this curtail issue, depending on three main theoretical approaches, which were: the context of the Modem National State, as it is the essence of the desired New Development Model; The Anticipatory Democracy, which establish a wider citizens’ participation in front of forces of change; and Re-inventing the Government, in order to keep pace with changes seen.

The research addressed four issues, regarding the evolution of the state building concept and its relation to the role of community engagement; the main forces of change - especially the socital trends - which fall outside the government control.

It also raised the need for rooting the Open Foresight methodology and the principle of collaboration with all stakeholders.

Furthermore, it identified ways to strengthen citizens’ participations in decision making, and explored possibilities to enhance performance evaluation in government administrations, with special focus on the societal impacts and citizens’ participation.
