الملخص الإنجليزي

This research aims to discuss the laws enacted to regulate the process of promotion which is an inevitable outcome of public service jobs.

Promotion regulations decree has been issued pursuant to the decision of public service council no.

(1/686) dated 15/3/1421H.

Effective at the beginning of the fiscal year 1421/I422H, the promotion regulations have set forth the procedures and qualifications of those who are at the 10th rank of employment hierarchy and those at lower ranks.

Procedures to be followed while considering their promotion specifically those at the 11th, 12th, and 13th ranks are also pointed out.

The research, thereby, seeks to scrutinize the efficiency of the articles stated in the public service promotion laws.

One of the findings of this research is that the regulation is relatively effective in addressing legal issues and promotion procedures.

However, it didn’t address the requirements of senior positions (14th and 15th ranks) and mentioned nothing about what is meant by the appropriate experience required for promoting employees at 11 th, 12th and 13th ranks.
