الملخص الإنجليزي

This present study aimed at identifying the funding reality in the Jordanian universities, and the reasons behind the funding deficits ،It also aimed at finding a supportive resources for financing university education in Jordan, and getting access to a proposed perception to a self fundinguniversity on the light of the clear budget deficit .The study sample consisted of (84) working professionals in the public universities) ،faculty members, and administrative workers ،(to achieve the goals of the study ،the researcher constructed a questionnaire consisting of (41) items, divided into three main areas ،the first area deals with the reality of funding in public universities, while the second deals with the causes of the deficit in these universities, and the third area deals with supportive resources of these universities ،while validity and reliability were verified .

After applying the study tool, and analyzing data ، the study came with results, among the most important is that ،the reality of funding of governmental universities is much less than their expenditures and financial requirements .In addition, these universities suffer from a clear fiscal deficit is primarily due to the increasing numbers of workers, and students admission policies, besides the growing number of public universities in the Hashemite Kingdom of Jordan that coincide with the fiscal deficit laying on the government itself .

The study showed that there are a supportive resources that can contribute to reducing the fiscal deficit by shifting governmental universities from consumer universities into productive ،and investing universities .Finally the study came out with a proposed perception to fund governmental universities depends on government, community and self-financing .In light of these results the study came out with a number of recommendations, one of these recommendations is what called the productive university which help the university to save additional funds depending on its own resources and cabibilites.
