The telecommunications sector has developed in the last recent years from monopoly to competition.

After many years of the public sector monopoly (as in the French model) or the private sector (as in the American model) the decision-makers has formed a conviction that they need to move to competition and pluralism.

Since the establishment of the telecommunications sector was being disputed between two points of view to deal with.

One considers it as a pragmatic - scientifically - economic way as in the American model, and the second consider it as an ideological - political –security way, as in the French model.

Both models have admit the need of monopoly in the regulating of the sector, but everyone in his own point of view .

This Difference in perception Dealing with the communication sector did not stop in to competition Stage, but it continued more than before.

At the Beginning of the seventies and under the influence of liberal thought and technological developments in this sector, It has been proved in the United States and from a scientific pragmatic point of view that we need to break the monopoly in the communication sector and move to pluralism operators.

In contrast, the French model in regulating the communication sector was linked to his political ideology, which did not provide satisfactory answers on the way to deal with technological developments in the sector.

Under the influence of technological development in the telecom sector it forced to adopt new concepts to regulate the sector and try to adopt it in accordance with its political point of view to this sector.

The contemporary development of telecommunications in the French model is based on the economic fundamentals incompatible with its fundamental bases, which is a political ideology.

This conflict made many problems and wrong understanding for the fundamental principles of this sector.

And led to put the political - ideological in the face of the economical.

This study try to highlight on the historical evolution of the telecommunications sector from this two points of view (political and economic) therefore this study try to understand the phenomena that prevail on the current role of the telecommunications sector in contemporary society.
