This research was concentrated in studying the subject of Zakat and its role in economic development, which is the basic foundation to achieve comprehensive development, This study was to clarify the role of Zakat in influencing the social and economic changes, which have become important elements of the funding in light of the scarcity of resources, And therefore it is imperative for the State to assume command collected and disbursed as it happened in the era in which Islamic law ruled the Islamic world, This was demonstrated through theoretical part about the role of Zakat in achieving development, Through Applied tests for Zakat in both the Sudan and characterized by the mandatory nature of the process in the collection of Zakat, Algerian experience and the Zakat Fund, which relies on voluntary nature and by identifying the modus operandi of these circumstances experiments and how to collect and distribute zakat and obtained the numbers, With a comparison between the states of Sudan and the mandate of Tlemcen, Lessons can be learned for the institutional structure of the Zakat Fund Algerian development in order to achieve economic and social development.

The researcher used the descriptive analytical and comparative approach, And reached to a number of results including: Official zakat institutions have achieved significant results in influencing the social and economic changes as a result of the enjoyment of a high degree of effectiveness compared with zakat institutions that operate on a voluntary basis, The researcher recommends the establishment of an independent body for Zakat and the transition from the principle of voluntarism in the collection of zakat to the principle of the obligation.
