This study aims at Expertise the master planning execution Obstructions of dimensions the lawful and legislative of the cities ,First,It was also useful to a know the master planning achieving obsticals passing through its consequent local ligisations processes ,one feature of land use planning is that it takes time and comprehensive ,it requires patting forward success requirements ,these are ; knowing bases and rules required (when putting master planning of the cities) ,introducing the required to the achieving legislative and executive permission, figuring out points of restrictions of achieving the master plan , and putting forward success full solutions master planning techniques required in the execution the master planning .

It is found that there are five technique as a maximum in controlling achievement of the master planning these are :zoning ,figuring out , building ,and housing appendences ,taxes payment policies ,and systems of guiding of the land-use second , the study examined rules and legislations suggested and comparing them with the legislative and lawful states in the field of Physical planning these are found to be intertwined , extracted ,weak , and unclear no matter how they facilitate the operation of bypass land-use the use by another use .

we depended on the case study master planning's of Al-Kut city as a model , figuring out levels of progressing of legislation and rules of its planning ,and analyzes its master planning's compared with the existing found case .

It is found that there are many irregularities of the master planning's in the execution level .we depend on the questioners technique to fund out the results .we also depend on Karin's analysis technique .Besides ,we compared the result with the results of this study.

There found to be weakness in the level of lawful and legislation sides required for facilitating the execution of the master planning for the region of the study based on nature.

This is what is already hypothesized by this thesis that there is a relationship between the success of what was designed for to what is being executed in real context by law.

This thesis comes up with suggesting a model limiting the necessary indicators needed for the success of the excision of the master planning's related to the lawful and legislative sides since they are interrelated.
