This study aimed to verify the use of methods of governance undergraduate at the University of Jerusalem, which reached the number of students (14000) students (Admissions and Registration, 2010), staff and numbered (1117) Officer (Personnel, 2010) in order to access the university to the high level up to the universities that are considered civilized (governance) of the priorities, is also considered part of the quality is the aspiration of the output of higher education.

The study of the field through the results reached by the researchers, that Palestinian society is a tribal society since the creation, and is small when compared to countries of the world, and (governance) at the University of Jerusalem there but not at the level required, in accordance with standards of governance (global), as they tend to deal in solving the problems to the values and trends, more than one application governance requirements and standards, usually take the customs and traditions in solving problems, and there are trends (the parties), which plays a major role in bringing together the views and solve problems, especially if the problem is between both sides of the same party, in addition to that most decisions are ad hoc, despite the existence of a book by the personnel specializing in the laws and regulations of the university (not a corporate governance), but that the nature of tribal control over the use of systems of governance, whether at the level of students or at the level of staff, results also showed that most of the staff at the university do not return to the book of regulations and laws, or do not know what the texts, or do not know his presence in their hands, and there are some items in this book are vague, or interpreted in a manner not understood, as shown by results that the weakness of financial resources had a significant impact in the inability to apply the laws and regulations, and building on the study recommended the need to raise the level of application required for the standards and requirements of systems of governance (good governance), such as good governance and equitable solution of problems among students, and resolution of conflicts students if they with each other, or with the staff in general or staff with each other, or with senior management, without bias or discrimination, the study also recommended the need to find sources of support material and put an end to Ousoliyn, and composition of the committees secret to protect the university, as well as governance at the level of academics, and how to deal with them and method of promotions and appointments and how to judge the efficiency of staff in accordance with standards and objective grounds: such as the rights of workers, job security, salaries and maintain the dignity of teachers through the salary provided by the Higher Education Act (as staff) and commensurate with the level of living and good governance in job satisfaction and how system of fees and ways of calculating compensation, and paid according to law and justice in the application of the leaves, transparency, accountability, integrity, and to clarify lines of authority, responsibility and methods of communication and decision-making and publishing, and freedom of speech, and the use of the system of incentives and rewards and reward and punishment, for students and staff.
