The aim of social security, social work and social aid is to guarantee individuals for economic and social risks, to impower socioeconomic features and to prevent socioeconomic inequalities between people.

After 2000, the usage of effective tools to satisfy poor and indigent people needs has been discussed in Turkey.

In this study, the consciousness of social aid is compared by analysing the social aid programs implemented in previous periods and currently.

On the other hand, suggestions are offered to increase the positive effect of social aid and to prevent abuse in the area of social aid.
