The research is devoted to show the importance of the applications of Geographic Information System (GIS) and the role of the tools of one of its related software, namely, the ArcGis10 through its multi- spatial analyses of the geographic layers.

The software enables the utilization of scientific procedures to analyze and plan well for the optimization of the natural and environmental recourses to achieve the best for the benefit of the society.

Such research is based on multi- spatial analyses in order to build model using a database comprising of the environmental resources data of Southern Mazar region.

The model in use is determined for the optimal location for residential usage of the area based on predefined criteria.

The multi- spatial analyses of the geographic layers resulted in a map that shows the optimal location for residential usage.

Out of many villages covered by the study, only one village fitted into the optimal location.

The analyses reveal that only one village fitted into the optimal location, while the remaining existing villages are located in inappropriate places, which confirm that the residents of Muta town have lost $ 5 million since 1970, due to the construction in areas not fit with the urban usage standards.

The work proved the virtue of the geographic databases and the multispatial analyses whenever decisions are taken in a way that is very much reflected on the welfare of the residents whether now or in the future.

It is found that it is indispensable to avoid the haphazard routines that lead to catastrophic outcomes.

People should rely on scientific organization and planning that are based on standards appropriate for the optimal usage of the land.
