For this reason, constitutional amendment takes place in order to develop existing legitimacy to face some issues that \ju existing constitution does not deal with, or to face the advancement of changes and developments that happen in political, economic, and social life in country.

These developments require new constitutional processing achieved higher objectives of country that its achievement is considered as a part of legitimacy.

In addition, amendment leads to adaptation to what legitimacy requires from public administration for people.

With this development, the constitutional reform aims through amendment to protect and ensure its continuation.

However, the method of amending constitution varies according to the fact that constitution is whether static or flexible, and even varies from one static constitution to another based on difficulty, restriction, and complexity of procedures to be followed in the amendment
