This study discussed the arguments of the development related to the regional economic integration, in a critical period for both Arab countries and global economy.

This attempt aimed to highlight the importance of continuing to consider the regional choice as the best strategy for the development of the Arab world.

The theoretical and objective preview concluded that for the Arab countries as underdeveloped countries, the qualifications of development are associated with the regional level , and despite the fact that they have been trying to realize their integration since the end of the fifties depending on the circumstances at that time.

However, no concrete results had been achieved, which justify the search for an alternative development strategy that exceeds the capacities of the national state, which suffered from an economic and institutional instability, leading to deterioration in its abilities to establish a productive structure that fits for development, whereas this possibility is surpassed by the degree of evolution of the international economic order.

Thus, emerge the necessity of thinking in the limits of realism about the regionalism as a development choice that constructed on the basis of collective capacities and needs, while taking into consideration the multilateral framework and the new regionalism.
