The purpose of this paper is to uncover the role and the importance of foreign aid and grants in financing the government’s expenditure and the deficit in the Palestinian’s government budget.

In addition, this paper will provide a future outlook for the dependence on foreign aid and grants with in the current economic and political situation.

The Linear Regression Analysis was utilized and the following results were manifested, there is a positive effect of foreign aid and grants on financing the public expenditure and the Palestinian Authority’s budget deficit.

The following results were also found: 1.A 1 dollar increase in the foreign aid and grants will result in a 0.854 dollar decrease in the current deficit.

2.A 1 dollar increase in foreign aid and grants will result in a 0.835 dollar decrease in the total deficit.

3.A 1 dollar increase in foreign aid and grants will result in a 1.72 increase in the public expenditure.

4.A 1 dollar increase of foreign aid in supporting the government’s budget will result in a 1.723 dollar increase in current expenditure.

5.A 1 dollar increase in foreign aid for development projects will result in a 0.73 increase in development expenditure.
