The General Zero Budget requires performing a thorough and systematic evaluation for all projects and fiscal programs and policies that organized by the budget document.

When allocating the credits, No priority will be given to the projects or programs that are completed or still under execution over the new ones.

It assumes decreasing the financial credits, holding the approved fiscal policies, or canceling the under execution projects, because the evaluation showed that its efficiency became low or that its revenue became not compatible with its cost or it is just unfair and doesn’t serve the national economy and society, but it leads to wasting the public money and squandering it in trivial and unessential matters, as they don’t increase the social luxury of the society or improve the economic activity of the country.

This is what adopted by the Imam Ali Ibn Abi Talib (p) in the implementation of public expenditure and the collection of public revenues as his approach was based on the use of zero-base in all joints of the fiscal policy that was existed before his receipt of Khilafa.

Imam Ali submitted all fiscal projects and programs for evaluation and precise assessment, then he worked to correct them according to the True Islamic Religion.
