This study aims at defining the role of librarians working in governmental libraries, and to identify the required and recommended studies, plans, training programs and projects that enable government librarians to cope with and adapt to “smart governments” environment, which should be reflected on the professional and technological development of the services provided by government libraries.

Given the role of librarians in governmental libraries, as well as their professional, analytical and technological skills to meet the needs of users, which suit the requirements of the “smart government” environment, it was clearly reflected through the nature of the services provided by those libraries to the users, representing a model through which we can perceive the overall scene of the role required for librarians working for the government on the light of the shift towards “smart governments”.
