Praise be to Allah, and may prayers and peace be upon the Messenger of Allah.

And to proceed.

The "principle of proportionality" is one of the basic principles of this law.

The balance between the two bases opposing the rules of that law ; namely, humanitarian, and military necessity (war).

Thus it began to adjust the behavior of parties in armed conflict to protect civilians and related objects and properties and it defines the conditions that allowed the use of force by one side, and is a measure of the degree of defensive work force.

The "principle of proportionality" in Islamic law convention, is applied to protect humankind not only in armed conflict, but also in times of peace.

Where previously all legislation in establishing the ethics of fighting, and the dissemination of the principles of armed conflicts derives from the laws of Shari'a, and the facts of Islamic history And we must continue to prosecute the Israeli occupation in all international forums, where violates these rules daily against the Palestinian people; and must redress them three forms ; restitution, compensation, satisfaction.

This Allah grant us success.
