Interest in the field of the environment in Algeria became significant through the political will of the state, where the environment was included in Algeria's new constitution for the first time, along with the allocation of the President’s award for best paper on environment, moreover, civil society interested in environmental issues was able to obtain a seat in the committee of human rights, all the above are strong indications which prove the great interest of the Algerian decision makers, on the other hand, at the legislative level, the legal system in Algeria has been strengthened with many of the legislative texts related to the environment either directly or indirectly, and as the subject of the environment is wide, variable and persistent we cannot be familiar with all its aspects, but the practical process confirms that the administration has a great role in the field of the environment through the conduct of public facility through legal means, including administrative settings, privileges and powers of the public authorities, administrative decision and the administrative contract, the administrative bodies are at various levels, central or local or regional have legal actions directly related to the environment and other material actions, and as it is known that the administration has the powers to issue the administrative decision or what is known as the license.
