President of the Republic in a parliamentary system,He is a person who choose throw elected by the people or by the parliament, or by a private body, he is part of the executive power is exercised by a group of powers established by the Constitution and the laws concerned that, as a general rule, it does not are asked a political front of the parliament, while the responsibility lies the responsibility of the Council of Ministers, which has real powers, and the Constitution of Iraq taking the parliamentary system and the granting of powers of the nominal for the President-elect of the Republic by the House of Representatives, as well as it has provided for the politically accountable to the House of Representatives and this is not in accordance with the nature of the parliamentary system and the principle where there is no authority there is no responsibility, and we have tried in this research stand on the political responsibility of the President of the Republic and then search the bugs found in the constitutional text organizer of this responsibility through two sections we dealt with in the first scope of the powers of the President in the parliamentary system, and in the second justification for the political and procedures responsibility in accordance with the Constitution of Iraq for the year 2005.
