In the last decade of this century, e-commerce has made a giant step towards increasing growth in the global economy, especially in developed countries ,the opposite of what is happening in developing countries, including Algeria, as we find it in spite of its attempts to develop the ict sector; wich is the lifeblood of e-commerce, and putting in place a strategy, e-Algeria 2013? , but it failed and did not come from the strategic objectives of only a small percentage, wich makes it imperative for Algeria rethink build an economy on sold foundations, such as the adoption of the latest technique of ICT and knowledge , and primarily the study of the most important requirements for the adoption of e-commerce and ways to develop them and make the most of its benefits to take advantage, similar to that seen in countries of the growth in this type of trade.

I n recent years, the Algerians still can not afford to do various electronic transaction, over the internet; because of the obstacles and singled out the absence of an electronic payments’ system and the lack of awareness of importance of e-commerce.
