Financial decisions in economic institutions are aimed generally to maximize the wealth of shareholders ,and providing financial resources to the institution is one of the fundamental decisions in financial management, because it seeks always to provide these sources with the lowest costs ,which is reflected positively on the firm value, where the firm value falls within the core financial fields of it , and it is the subject of interest of many parties which have common interests with the institution.

Referring to the relationship between the Capital Structure and both the financial cost and the firm value, we find it one of the most important contemporary issues of financial management, where there is a debate between scientists and researchers in the field of financial management, whether there is an Optimal Capital Structure or not, and whether the financial structure affects the value of the institution or not.

Through our study of the Djelfa Mills Foundation, we have reached the conclusion that the Djelfa Mills Corporation has a good long-term financial (financing) strategy? this strategy has enabled it to gradually increase its market value over the years (2013-2016).
