This study explores the reality of the gap between the Total Quality Culture (TQC) and improvement of Yemeni Educational System Performance (YESP).

The study looks into the ability of Yemeni Educational System (YES) to overcome such a gap in order to improve its performance and outputs.

The internal system environment is studied to understand its role in adapting with the external environment within the framework of Total Quality Management (TQM).

The external environment is also studied in order to determine its course, its growth rate, its role in determining the course of the system as well.

The researcher set out to explore the external environment, then the internal environment and back to the external environment again to analyze the constant improvement concept and to prioritize its consolidation within the internal environment.

The study presents a conceptualized proposal of the levels of management and control in the educational system and its relationship with decision-making freedom and ability; and bearing the responsibility of decision-making consequences.

The researcher has attempted to conceptualize the senior management culture and belief in administrative improvements and renovation in order to reduce the gap between theory and practice within the framework of quality assurance, control, inclusiveness and management of the philosophical conduct to dismantle the conceptual system.

This is done in order to propose a perception of the gap between the Total Quality Culture and System Performance Improvement to enable Yemen Educational System develop better outputs.

TQC is a basic principle of the educational context that should be practically adopted with a leading role in order to improve the educational outputs of any educational system within the entire Yemen Educational System.

The researcher used both the descriptive and the deductive approaches to illustrate the relationships between the independent variables and dependent variables; the extraneous variables and the operational variables; the influencing variables and the affected variables, and the relationship between these variables and the total indicators of the Educational System as a part of the entire System.

The main research finding is that there is a large gap between the TQC and System Performance Improvement, which has influenced the idea of improving YESP.

YES will be unable to bridge such a gap unless all TQC conditions are applied to improve its performance and outputs.

The study recommends that the essential conditions for the success of TQM must be necessarily met as they represent a significant vision to improve the performance of the educational system
