صعوبات تطبيق الإدارة الإلكترونية في مؤسسات التعليم العالي : دراسة ميدانية لآراء عينة من الموظفين الإداريين بجامعة محمد بوضياف المسيلة

This study aimed at demonstrating the main difficulties confronted by electronic management institutions of higher education, by investigating the case of one Algerian university which is Mohamed Boudiaf-Msila University.

The study was carried out through a descriptive analytical method, and the data were collected through a questionnaire, which targeted (298) administrative staff at the university where the study took place.

The questionnaires were delivered to (50) members, but only (42) people returned back the questionnaires.

For analyzing the data, we relied on the program of social science SPSS.V22.

The study revealed a set of results.

The most important one is that the awareness level of the administrative staff by the importance of electronic management at Mohamed Boudiaf University Msila has been raised.

Furthermore, the results showed that the most obstacle of implementing electronic management at the university level was the lack of competence of the administrative staff in using modern technologies in the work.

Therefore, the study emphasized the need to organize seminars and training sessions for the benefit of the administrative staff in the field of information technologies and communications in order to use modern digital technology on the one hand, and to ensure the proper application of electronic management in their universities.
