Many developed countries have relied on public service medias as an humanitarian effectiveness with cultural dimensions in the success of democratization processes and enhancing the levels of social thinking by attracting various intellectual scientific and social actors to participate in the management of public affairs through the production, and exchange of medias contents within a system of symbolic interactions adopting the meanings of humanity and coexistence.

This article examines the concept public services medias and the mechanisms and methods of its modernization by reviewing the evolution of the concept public service medias , especially in the western socio-cultural and political environment and the most important changes that have affected the legislative and practical aspects of the medias of public service.

In addition to highlighting the contributions of public service medias, whether owned by the state or the private sector , in supporting social cohesion and fostering a culture of dialogue and coexistence through the production of a media discourse full of positive values and carrying out the tasks of information , education, awareness away from the focused targeting of gross profit.

The article also reviews the mechanisms and methods of modernizing medias public service, today the public service of medias is required to develop and renew its working methods and means of work in a manner that qualifies it to move from a traditional bureaucratic management model to a model of modern management participatory and innovative.
