This study aims to highlight the importance of scientific research and its role in the economic, social and cultural development, exposure to the gap or estrangement between reality and their problems, scientific research institutions, while measured progress and development of Nations, using scientific research and adapting its institutions to solve Educational, economic and social problems facing, underscoring the importance of scientific research lies in quality not in quantity, as this study came to summarize the most important features of the reality of Algerian and Arab scientific research, and to explain the nature of the relationship between research, policy and decision-making institutions The decision,which was in building our vision for the future of scientific research.
