The Jordanian Constitution, granted the executive authority the power of passing (interim laws) and this power can make the executive authority a legislative authority in certain cases, according to certain conditions, and this is conventional in most democratic systems that give the executive authority the power to pass interim laws for the constitutions of this Systems.

Nevertheless, the unwarranted expansion and the continued growth in the issuance of interim laws have emptied these laws of its content, making it an instrument by which the executive authority affects the legislative authority.

This has been a major cause of the disruption of the balance between the two authorities, which is considered one of the most fundamental principles of democratic practice within the State
