Identity problem is considered of the most complex problems that many people and communities face in the current era, while the political systems are trying to build its pattern of governance and democratization, identity crisis remains the biggest obstacle in front of this transformation The established democracies weren’t able to reach what it has been reached without paying attention identities and building identity policies (complete / partial) as a framework to defend the interests and rights of groups and identities , it made of the difference and diversity of identities a single piece and there are many examples of this and perhaps the most important one is the experience of the unites states of america, the latter has been able to make the problem of multiplicity of identity a strength point which increased the development of people and state and it also contributed to the protection of national security of states.

If some western countries, especially the democratic ones, represent a successful identity policies to groups under state, in other countries like Algeria, the control of identity groups is still witnessing a big backward regarding cases of its political hiring.

And this what necessitates the presence of unofficial representatives to express the interests of identity groups among them political parties through the formulation of a set of practical mechanisms represented in the legal, institutional and practical structures.

And if we check the arena of Algerian party we should refer to two parties, one is the dominant party and the other is the opposing party.
