Crises have occurred since ancient times, and in modern times, they have become a pervasive part of our lives.

There may be a lack of knowledge in some regions of the world on how to manage crises and reduce their negative effects.

This deepens the crises and can cause more suffering and destruction.On March 7, 2017, the Palestinian Council of Ministers formed a national disaster risk management committee headed by the Prime Minister, relevant ministries, non-governmental organizations, supporting institutions for the response operations, and representatives of both the private and community sectors.

This study addresses the current lack of a clear national system for managing crises, disasters and risk reduction according to international standards for crisis and disaster management.

This deficit requires urgent study of the need to build a national body to reduce and manage crises and disasters in Gaza Strip.

This study examines the roles of actors and stakeholders who form the basis for the national system of crises and disasters.

The study is based on an analytical descriptive approach to crisis and disaster situations, risk management, analysis of efforts and suitability to system-building needs through interviews with relevant stakeholders.

The findings include a strong relationship between senior leadership practices in crisis and disaster management and the need to form a national body to help mitigate crises, integrate contingency and crisis plans with national development plans, and reduce the negative consequences
