الملخص الإنجليزي

The aim of the research is to identify the strengths and weaknesses of the secondary education structure in Iraq in order to improve and develop and benefit from the strengths that may result from the experience of some developed countries and the pioneer in the development of secondary education structure.

The boundaries of the research: divided into three axes I: the substantive borders and the second interim borders and third countries field of study.

The most important findings of this study are: 1- The objectives of education in Iraq are still far from the application in reality, it is still a text in the goals without extension and translated into actual practices to achieve.

2- Most of the innovations that rained on the structure of secondary education without trying to subject them to experimentation before the generalization.

3- Educational policy is still characterized by the absence of planning thought and the large number of ministerial decisions and even conflicting in some cases and the difference and contrast in content, which led to the absence of stability.

4- The administration of education was centralized to reach the smallest administrative unit as well as participate in the management of education as parents, students and teachers.

5 - Financial allocations to the Ministry of Education is not enough to increase the quality of education or to achieve the course of the educational process towards the desired goals or envisaged.
