الملخص الإنجليزي

The elected councils occupy a prominent place among the constitutional institutions.

They are an instrument through which the people practise their sovereignty.

And in order that these councils perform completely their election functions , they have been given independence .

And to preserve independence and a good representativeness, the Maghreb legislation, especially in the light of the political reforms that were adopted just after the civil movements that quivered the Arab world, to prevent any conflict of interest that might affect the credibility of the elected institutions via citing a set of rules that denote the cases of conflict with the election mandate.
