If the end of the Cold War has produced new issues imposed the survival the continuation of (NATO) , the change of its strategic interests of collective defense against a probable Soviet attack , toward expansion into creating a new framework for the European and the Atlantic security; has emerged issues which should be treated by the Alliance , in other words, if Self-defense has forced the Alliance to deal with strategic and military issues relating on how to achieve the balance with the developments of the military capabilities of the former Soviet Union and the Warsaw Pact , the expansion imposed the NATO to resolve issues politically, in order not to hamper its military strategy, and they are the same issues that made several dilemmas and they affected the NATO performance level and were almost to eliminate the justification for its existence several times.
