Trust and security provided to operators via internet are among the major guarantees to be available so as electronic dealings flourish, which necessitates the creation of neuter systems that take in charge protection of these data and information exchanged between operators and confirmation of their correctness.

the problematic posed is what are the systems created by foreign laws in general and the Algerian legislator in particular in providing these services in addition to the nature of engagements imposed on them by the legislator to guarantee and create a safe electronic environment to deal via Internet? The Algerian legislator in this field and by virtue of law 15-04 has created what is called provider of electronic certification services, which works through a set of legal engagements to create a safe electronic environment to deal via Internet.
