This paper attempts to examine measurement indicators and factors of political stability, because it is an absolute necessity for the progress of states and societies, and also an indicator of the effectiveness of the political elite, which is reflected on the absence of revolution and political violence, and too the peaceful transfer of power within the framework of effective political participation to support the legality of the political system and activate the development process, thereby it is strengthening national unity as a result of institutionalizing the political process which it will build political trust between the political elite and the masses.
