Financial liquidity has become more interesting, especially after the recent global developments, among them we highlight the global financial crisis of 2008 which turned into an economic crisis with effects that are still being felt.

Various economies, both developed and developing, have witnessed a severe liquidity crisis which would led to the bankruptcy of many banks including the banking center if the governments didn’t interfere with rescue plans and pump more money into the banking sector and financial markets.

These conditions and their results confirmed, beyond any doubt, the need to adopt new standards for a perfect management of liquidity and to avoid its dangers; The Basel Committee had a leading role in this area, they have issued mechanisms and new standards updated in accordance with the Basel 3 special for the management of liquidity in the banks.

This article tends to evaluate the role of these new standards in the mitigation of the liquidity risks in general and the systemic liquidity risks in particular, and policies to support and to promote it in order to preserve the stability of the system as a whole.
