The right of knowledge and circulation of information is the other face of opinion's freedom.

Whereas, the people's right to express their opinions and ideas freely is one of the direct meanings of freedom of opinion, which implicitly contains the right of the recipient of ideas and information in order to obtain them without hindrance and restrictions.

The importance of idea of the right of knowledge and circulation of information stand out in that they are considered one of the most important mechanisms to promote and support the exercise of other rights of different types, such as economic and social rights and human rights in general.

This is a key factor for creating an overall environment that respects rights, both at the individual level or the collective level.

This research addresses the legal controls of the right of knowledge and circulation of information in the Algerian legislation through the legislative basis of this right, especially in the Constitution and the new media law, in addition to the provisions of international law.
