The modern state is based on a fundamental legal principle known by the public law jurists as the principle of legitimacy.

This principle means that the general administration must act within the law, and to enforce this principle to keep the existence of the state and the highness of its will and effectiveness, the government must be given exceptions in some cases which allows it to take the measures required in any attitude even if this attitude does not go with the requirements of legitimacy as long as it is seeking the public interest, these requirements are called restrictions of legitimacy .

Whatever the case, it is sure that the exaggeration in using those exceptions and restrictions will reflect negatively on the idea of the state of law and the system of rights and freedoms.
