The formation of the elected councils passes by a set of stages that have a significant and prominent impact on it, whether in the determination of the electoral districts or the electoral campaign, in the same time the organism responsible on the management of the electoral process impacts their formation when they do not adhere to the neutrality principle that is required legally, as well as the political parties when they do not choose their candidates depending on an objective criteria and basis that are mainly related to competence and experience.

The consequences of this influence, whether the substantive or the institutional one, are that these elected councils do not represent in fact the opinion and the will of the people, as it may lead competent persons not to acquire a membership.
