The opening of the sector of telecommunications to competition under the terms of the law 2000-03 relating to the rules applicable to the post office and telecommunications was accompanied by the obligation for the economic operators intervening in this sector to provide an universal service, by guaranteeing all to the inhabitants a minimum of services of a quality specific to a moderate price and this, in the respect of the principles of equality, continuity, universality and adaptability.

The universal service is a showpiece of the devices of the regulation of the sector of telecommunications, because it makes it possible to reconcile between the principle of free competition and that of the general interest.

This double objective of the universal service justifies the responsibility for its implementation shared between the State, represented by the Minister for the posts and telecommunications, and the sectorial regulatory authority.
