Preforming this facilities need a continueous maintenance and other supporting facilities.Applying classical methods for issuing contracts according to the General Contract Law or according to the instructions of executing contracts (No.1 for the year 2014) may take a long time.

For example public tenders in all its forms.

A tender needs announcements, analysis and contracts.

Each step needs a fixed time to be performed.

Follow up these steps affect the performance of these facilities and their provided services.That’s why legislation should be founded.

The Iraqi project has issued execution instructions (No.

2 for the year 2014).

These instructions issued for maintenance and the creation jobs.

And the execution of these jobs.

Executing these jobs cost less than one hundred million dinar.In spite of the existence of many remarks about execution instructions that are clarified in this research, which consider as a good step toward activating and facilitating maintenance execution procedures.

This step insures the flow of facilities with consistency.
