The research aims to investigate the mechanisms and methods of voting in the Iraqi Council of Representatives compared to comparable parliamentary systems in Germany and Lebanon by adopting the comparative analytical method The plan research is divided into two sections in addition to the introduction and the conclusion.

The first topic deals with the definition of voting, and the second topic explains the voting systems within the Council according to the required majority standard and the method used in it .The study concluded that the Iraqi constitution distinguished between two types of absolute majority, the first absolute majority, the second absolute majority of the members of the Council, and also distinguished between the two-thirds majority in the vote and a two-thirds majority of the members of the House of Representatives.

The voting by a simple majority, as well as the public, is the general rule adopted when making decisions in the Iraqi Council of Representatives and the parliamentary systems of comparison, while the exception is in the voting systems in these councils by the majority described and follow the confidentiality in the vote.
