The United States of America had expressed several reservations; understandings and declaration (R.U.D) concerning the four human rights treaties witch were ratified.

This R.U.D have touched the most fundamental provisions in treaties, and the most dangerous one was the declarations of non-self-executing.

Thus, the ratified treaties of human right were no direct implemented.

The abusive use of those instruments by USA has been critiqued by doctrine.

Hence doctrine has tried to develop solutions in order to eliminate such use of treaties.

Those solutions consisted in setting universal legislation that makes all human rights treaties applicable in U.S courts.
