Organizations and institutions are interested in how strategic plans and national policies are linked to achieve development and growth at the local and national level.

Development societies are working to understand risks and negative expectations impacts after disasters, which contribute to identifying development guidance and transforming challenges and problems into an imposition that can contribute on development, The problem of the research study stems from weak link between national plans at all sectors and local development plans, which negatively affects on weak application of national trends and policies at the national level.

The study aimed to shed light on the strategic planning in the field of crises and disasters at the national and local level and identify the understanding of risks in the local corps and make proposals that can help link the local and national strategies.

Understanding the Risks The researchers will seek to use the interview and direct observation by virtue of nature of their work and their academic background.

The study reached a series of results, the most important of that is weak link between the national and local plans, not in order to work on holding the focal groups with the relevant authorities.

The study recommended adopting a number of mechanisms, the most important of that are the formation of subcommittees to share all national sectors with making the local strategic plan
