The revolution of communication technology and the spread of the use of the Internet and social media has led to changes in many aspects of life, including the use of interactive means such as smart phones and tablets to alleviate the traffic crises experienced by many major cities and capitals though the use of GIS technology.The city of Cairo suffers from chronic traffic problems and crises due to the increase in population and the increase in the number of public and private vehicles.With the spread of tablets and smart phones between large segments of the population of Cairo, especially young people, the use of GIS applications have spread.

This research aims to reveal the nature of the uses of a sample of young people, especially students of private universities who are supposed to own smart phones or tablet devices and their knowledge of many global or Egyptian GIS applications, as well as the possibility of the use of traffic management personnel for these applications in the management of traffic crises.

The research sought to explore the possibility of launching the Traffic Department in Cairo for an application based on accurate and reliable information and managing it to serve the citizens.

In this context, the study sought to compare the vision of a sample of the public and police officers on the importance of GIS in traffic crisis management in Cairo.

Accordingly, the study adopted an integrated methodological framework that helps to understand the nature of traffic crises and the role of media in managing traffic crises.

This included questionnaire applied to a sample of students at the British University and the German University, in addition to a case study of a sample of senior traffic management officers in Cairo to know their views on the possibility of utilizing GIS in the management of traffic crises and the possibility of launching a special application.

The framework also included a comparison between the role of GIS applications as a form of new media, based on immediacy and interaction, and radio and television programs that provide guidance to citizens and are considered among the traditional media.The main findings of the study are that large segments of the population of Cairo especially young people use GIS applications through Smart phones, which is one of the most important manifestations of social change in which communication technology has helped, and young people have been most receptive to and using it.

The study recommended that the traffic department in Cairo be an active party to operate a special application that helps in the management of traffic crises and benefit from the network of cameras that monitor roads and traffic axes as well as the news and information available to officers and members of the traffic department while they are on the streets.

Such application will be more reliable and thus helps in resolving or mitigating traffic crises.
