The study tries to find out and discuss the state of confusion and lack of clear vision of the Libyan trade policy, which was based on the export of oil and imports of consumer need often, resulting in a turnover in the case of a vicious circle.

The study sees the need to pursue a policy of carrying some kind of protection through the activation of a policy of balanced tariff leads to a reduction of the random imports on one hand, on the other hand not to prejudice the purchasing power of the Libyan consumers: In addition is to support the local economic sectors which have some kind of competitive advantage by using certain method (subsidy) which lead to increase export of goods of these sectors and find out a balanced trade policy that will support the Libyan economy.
