This study heavily builds on the importance of the market and its status in the Islamic economy, which calls for and confirms the free-market system.

Islamic economy calls for and necessitates the State intervention in organizing, observing and supervising the market, in order to ensure its free system, stability and continuity.

Islam gives a salient role to the Caliph to organize, observe and supervise it and enforce the necessary regulations and appropriate penalties on those who are violating such regulations, and according to the public interest of the nation, complying with the Sharia.

The Caliph is thus responsible for regulating and controlling the production.

He solves market problems and imposes penalties on violators.

He may also nominate the staff appropriate for such a task, which in turn provides the environment appropriate for investment, and the conditions for ultimately achieving market competition efficiency, and for compensating for the paucity of some goods such as public goods and treating of external influences coincided with some market activities.
