The Algerian universities face the flow of the students’ number, who creates the problem of financing, supervision, infrastructures and equipment.

Inspite of Algeria has adopted LMD system, and it has a series of reforms, the problem of combined between quantity and quality still exicet, that is why we proposed model based on the adoption of a national exam after the first year in university, limited on the basic unit for each specialty, which offer the liquidation of the students number and graduate them after the completion of the second year to obtain a certificate of practical study, and the others students with skills continue to obtain the senior certificates.
