For solving the housing crisis which has become an obsession for everyone , State intervened to implement construction projects through a number of forms, including contracting in the form of sale of buildings under construction, this form of modern contracts imposed by economic and social conditions, whereby the seller undertakes to construct a building according to the specifications specified in the contract, and delivery to the buyer during a certain period, in return for the latter to pay the price as agreed.

Where the importance of this contract affects both buyer and seller, the buyer will get a residential apartment in installments commensurate with his monthly income, and so realizing his hope in the possession of a residential apartment after completion of construction,and the seller will also benefit from the funding granted to him, that may not be able to finance the project on his own,but this compensates with premiums received from buyers to complete the construction process.
