The profound transformations defined by the international educational scene are pushing the Algerian university system to search a place in the information and knowledge society through the integration of information and communication technologies as a source of information and access to knowledge within the learning process, making the educational institution a key driver of sustainable development and a central building block of the information and knowledge society.

The enhancement of the benefits and capabilities of ICT applications as well as capacity-building in ICT Education is of a paramount importance in today's world; technological advances in recent decades have significantly improved the quality of teaching and the management of education .It is in this context that we seek through this intervention to highlight how to rely on Internet technologies in the development of e-learning and install it and benefit from the higher education sector and scientific research.

From here we present the following research problem : To what extent can the Algerian university adopt this type of education? Is relying on this pattern in parallel with keeping traditional education is capable of solving the problems of the sector?
