The presentstudyaimed to achieve a major goal is to identify the mechanismsproposed to enable and activate the role of the handicapped in the community, where the concept of empowermentrefers to giving the individualwithdisabilities in the variousknowledge, attitudes, values and skillsthatqualifyhim to participate in the variousactivities of life to the maximum extent possible, also change the culture of the communitytowardhimfrom a culture of marginalization to a culture of empowerment.

To achieve the goals, the researcherused a open questionnaire to the occasionalsamplecomposed of 30 specialistsfromAlgeria and someArab countries.

The resultsindicatethat the specialistsconfirm the important role of the disabled in development, and thatthereis a socially-exclusivist position about them and suggestedmanypracticalmechanisms to fightmarginalization and exclusion againstthem
