Health development is an important pillar of economic and health development both .It aims to raise human value by virtue of which it is the highest and most valuable in terms of state resources.

As well as the fulfillment of the citizenship health rights for all groups ,under the slogan "Health for All" and then it have indicators that may relate to the economy as "average per capita income and health expenditure ,or health as "life expectancy at birth", longevity "and infant under-five mortality rate,` or it may be social ; rate of population growth, the proportion of urban population, total fertility rate" along with their human physical indicator.

In Iraq, these indicators have fluctuated between positive and negative .

Therefore, the aim of the research is to study the conceptual framework of health development and to consider and assess its indicators, especially that health is a guaranteed right to every human being.
