The maintenance occupies a large space and a large area of high importance in the activities of various types of service and industrial organizations, because of their significant role in prolonging the production life of the of machinery and equipment and reduce the delays and increase the life of these machines and reduce the cost of repairing the faults, which in turn reflected positively on the possibility and ability of that organization to Competing with other organizations, thus achieving their competitive advantage in the market by continuing to provide their services or products with high quality at low cost.

Understanding the principles of maintenance, not only helps to reduce these expenses and increase profits, but also maintain the performance of facilities and equipment well and continuously.

Through the work of the researcher during certain periods in the divisions of the sewerage Directorate of Babylon, which are directly involved or in contact with the maintenance works, he felt that the maintenance activities currently used in the Directorate are not at required level to solve all the problems of maintenance, which is a large number of blockages, stops and non- functioning.

Therefore, it is necessary to accompany these problems that hinder the process of providing service in service organizations, giving adequate attention to the specialization of maintenance management, which is concerned with the planning and programming of maintenance activities, represented by the establishment of fixed standards of performance and hours of work and providing tools backup tools and rehabilitation of human resources ,With to gather reduced cost and improve Performance and developing human resources in accordance with scientific foundations and international standards.

This study aims to study the reality of maintenance in the Directorate and identify the aspects that need to be addressed, and propose a planned maintenance system to be applied in the implementation of the maintenance works according to the scientific foundations of maintenance.
