The aim of this article is to design a strategic plan and implementation plan for the establishment of a training center for employees of the Hajj and Umrah systems as one of the operational initiatives of the Ministry of Hajj and Umrah in the National Transition program 2020; one of the executive programs of Kingdom of Saudi Arabia vision 2030, by identifying strategic planning and indicating its importance as a tool for future exploration.

The study depended on the descriptive approach that was based on the literary survey to identify Kingdom of Saudi Arabia vision 2030 and its executive programs, especially the National Transition program 2020 and the initiative related to workers in Hajj and Umrah, and the importance of training in human capability development.

The study goal was to develop a strategic plan to establish a training center for workers in the Hajj and Umrah systems.

The strategic dimension includes a Vision, Mission, Strategic Objectives, Performance Indicators and a well-defined Organizational Structure that supports the targeted strategic perspectives to achieve the strategy.

A detailed and timed implementation plan has been designed to achieve the targeted goals and objectives
